What is wrong with this picture?

I took this yesterday a gas station in River Oaks, perhaps the wealthiest section of Houston, with my phone, so the quality sucks.
BTW there IS a red slash through the W. I suppose reddevil would think THAT's the problem...nope!

Since when is there carpet, let alone RED carpet, at the fuel pump?
