The cuplrit? Rising home values and thus assessments.

Let me tell ya something: a fifth grader with Excel and internet access could have figured this one out. I wonder how much of the tax money (much of which is for, ahem, schools, which in Houston are frequently hideously under-funded) was wasted on this study that a chimp could have done.
